You've only been around for a week though, so I wouldn't get discouraged yet. Probably worth it to find some more exclusive giveaways too, join a group like Unlucky 7 to get a nice start.

Chances are equally fair at low or high levels, because they're always the same chances 1 / total number of entries. By being higher level, you reduce the potential number of participants, which in turn encourages people to give more games. It's a virtuous circle, in a way.

I think many people (maybe including you) really overestimate their chances of winning.
In a giveaway with 1000 entries, you have only one. Statistically, if you enter 1000 of these giveaways, you will win once. It doesn't make it "unfair", just unlikely, but it's the same for the other 999 people that have entered.
You can get a higher level and enter giveaways with potentially less entries, but that doesn't make it less fair. It's rewarding those who contribute, but they still have the same chances of winning any giveaway, they always have only one entry.

If there are 125 people trying to win, and then another giveaway 545 people trying,
then you've 1 chance /125 and then 1 chance /545.
And this chance resets every time you enter a new draw,
taking part in a draw does not increase your chances at the next one.
And of course you're not the only one trying to win.
Try to roll a 6-sided dice choosing a number, you see the number of times you need to get this number ?
And now imagine the same, but if there are 545 people trying to win a giveaway then you've a 545-sided dice, and you've just one chance.

Listen to the people who aren't giving answers to troll you, because they don't really care about the site. Not hard to pick them out.
RNG seems fair. You mostly win more often and more, if you enter giveaways with lower entry numbers - groups or higher levels are a way to get to that. Public win chance is copies given away / participants, so with single-copy giveaways and 1000 entrants you'll need an average of 1000 entries. It may be 300, it can be 2000 giveaways, as random is random. Never forget that you have 50% to lose even a coin toss. Expect nothing, enter the giveaways you want to win, then you'll be happy when the Spacecat visits you win a giveaway :)

This is a level 0 GA I entered a few weeks ago: https://www.steamgifts.com/giveaway/TWgqi/3souls-parallel-edition 1k keys and only 687 entries. 100% win chance.
This is also a level 0 GA I entered: https://www.steamgifts.com/giveaway/M4Ph2/memory-novel-mile-high-club 1 key 1.4k entries 0.07% win chance.
I won both. Obviously the chance of winning the second one is pretty low, but someone has to win. If you want to increase your chances of winning, then the best way is joining groups. Even the public or very low requirement groups will increase your chances.

The chance is 50/50...you win or you don't! But seriously, the odds seem to work out I think. Just remember that the actual odds of winning are based on the number of entries right before it closes, not the number of entries at the time you entered...

It's the same chance for everyone entering a giveaway so by technicality it is indeed fair, it just happens to be completely unpredictable as anything that depends on random chance.
Now if you want to have better odds of winning you need to enter giveaways with fewer participants, and for that a higher level and entering private GAs like trains or puzzles tend to be the most straight forward way to win.
