Is there a site that keeps track of all discounts. Because Cyanide´s previous game, that Styx 2, went down to around 12€-14€ very quickly aswell

Actually, you can see the complete historical fluctuation of the price for a game on ITAD. Go to the game's page on ITAD by clicking on the title anywhere or searching for it and click on "view price history" or "view sale history", whatever it is. You'll get a very nice line chart.

This publisher make regular sales for even brand new games, and I think that even if 75% is a "bug" for now, same discount will be in steam store in few month (and game will be in humble monthly or tier 3 of regular bundle in 2019)

The publisher often put its games on sale. While an upgrade from previous titles, Its not a AAA game, and being an investigative horror makes it kind of a niche product.

Unpause automatically gets you the current month (Metal Gear etc.)
but you can use someone else's sharable link to get the discount.

There's no truly private contact method, but you can always use an older giveaway to contact that giveaway's creator. As long as you remember to delete your comments after you're done, chances are that noone'll stumble across the conversation before it finishes (thus effectively making it private). Beyond that, adding the user on Steam is likely the most typical course of action.
