I want to make a giveaway of Kalypso collection. Is it legal to ask people not to enter, if they have >1/3 of the games already? Or I should contact support first in this case?

Nah it's fine to do that. It's an unwritten law that you don't enter a bundle pack if you have the majority of the games. I would say 1/3 might be a tad too low though, 50% or greater strikes me as better.

There are 9 games in the pack so 1/3 is not a bad ratio in my opinion.

State your rules clearly.

If some dick breaches them due to lack of comprehension skills or more commonly, trying to pull a fast one, ask support to reroll.

I'm not sure if this counts as a special rule giveaway or not.
For special rule giveaways you have to contact support to see if your rules get approved, but you cannot create special rule giveaways and mark it as a public one.

But then again I've seen public giveaways that have said "Don't enter if you have X number of games/dlc".
I'd contact support just to be safe.
