From what I've heard so far, they might still refund you even if you exceed the limits if they think your request is reasonable (which, of course, is subjective but still). With a game like Arkham Knight, I think there might be a chance that you get the refund.
But I have no personal experience with it, so it's just what I've gathered from reading about it here and there ;)

Let me know if Steam can repay (in extreme cases such as Batman Arkham Knight) even if they exceeded the 14 days and 2 hours of play?
Why I would like to request a refund for Batman Arkham Knight saw that not announce anything and say nothing, and now the hype for this game is dead.
The product is broken and you can not do anything, I have 3.6 hours of play to resolve these issues and no one works, and with the refund to buy a serious game Metal Gear Solid The Phantom Pain.
