So I have a MAC key for steam. Am I allowed to make giveaway for it or only Windows giveaways are allowed?

Sim City 4 is SteamPlay, so one copy will run on both Windows and Mac.

But since it's Sim City - which means EA game - make sure it is a Steam key, not Origin.

If it's Steam, you're good to go and can make a giveaway.

There are some (really few) games that have different entries on the Steam database for the Mac version, like some CoD games

In all seriousness, as long as in the comments it says that it is a mac key in the desc you should be fine, i also would look for another opinion too, just in case.
