Valve is the reason for the Microtransactions in the big picture of things but for some reason it's super cool that they do it.
Even better not only does Valve give microtransactions, they make you pay for passes.

They said in a AMA that they will be supporting Payday 2 for at least another 18 months, maybe longer if the players are still there.
Payday 3 is in the works, its on a different game engine. They also said that they might continue making DLC for payday 2 even after payday 3 is out.

I don't know which ones are worth getting. I only know which one I regret getting which made me not want to buy anymore of their DLCs. That was the Gage Weapon Pack #02. This DLC lets you buy the light machine guns. The problem? You cannot aim with the guns. There is no crosshair or aiming down sights. Yes, they gave us guns with no way to aim with them. The only possible way to use it effectively (meaning at all) is to buy a laser sight and put it on the gun. I didn't know I had to use a laser sight before I bought the DLC because it never said so of course, and I couldn't afford the laser sight at the time either. I never used the gun again. But I was just shocked at the sheer stupidity of a gun with no way of aiming with it. How dumb is that? And some people were actually defending this in the forums. After that I stopped buying any Payday 2 DLCs.

I got quite a few so far. Mod Courier Pack is one of the best. I also like the BBQ pack for flamethrower and molotov cocktails along with a few masks. Sniper Pack is cool if you are into that. I like the masks a lot in that pack. There is a dlc pack that has a few of the older ones included in it for a good price during sale that has a little bit of everything. I liked the Shotgun pack mainly for alternative ammo.
The only one I really disliked is the Western Pack. TnT is ass. The guns are terribly outclassed, and the masks are meh.

Sniper pack (mainly for the 50 cal that can take out dozers in just 2 or 3 shots), Mod Courier pack are 2 to go for.
I suggest waiting for them to go on sale, during the next sale they should be going for at least 75% off.
I had most of the DLC before they brought in the microtransactions and I always wait till it was on sale to pick them up. Now they have packs of DLC that you should be able to get even more for cheaper over all.
Now that the microtransactions are gone, (though the skins still have stat boosters on them which sucks) I'm starting to get back into the game with friends. Haven't decided yet if I am going to start buying DLC again though. the skin boosters and microtransactions were a slap in the face to the players.
Be warned, there is a huge number of cheaters and there are a large number of asses that will kick you just before the end of the map. So I suggest trying to find a good group of friends to play with, or host your own game.

I absolutely love the game and often play it together with 3 of my friends and we got most DLCs during the sale when it's quite cheap and affordable. I really recommend the DLCs that give you new heists. These are worth getting so you can host them yourself or try to them alone in stealth which is pretty fun. Otherwise you could always still join those heists if somebody else hosts them, so no real need to get it. The rest of the DLCs are nice to have but not really a must have.

This. There are so much DLC that you should wait for sale. Each DLC has its own rating, so you can check the store pages to see what people love; I think these three are some of the best (Ninja gives a good variety of gear for stealth, melee, and throwing, Courier pack is one of the early good DLCs with lots of content and it will let you take advantage of the packages scattered throughout, and BBQ gives you some nice toys for going loud (and dealing with shields). If you enjoy the shotguns in the game, go for the Shotgun pack; I've been enjoying some heavily modded shotguns recently, and it works well with the BBQ pack.

You get some things for free if you own Hotline Miami 1 or 2 on steam, different stuff for each game and depending on what version of it you bought

Only if you have the Deluxe Edition of HM2. WIth that you get an SMG, Jacket as a character/per deck in PD2, a hammer and masks.
With HM2 by itself you only get the masks.

They don't really deserve the support anymore... this is coming from someone with like 300 hours in PD2 and lots of the DLC.
At some point they just decided to milk every bit of cash they could out of the game and just kept popping out crazier and crazier DLCs.
Now you have like 30 different DLCs, a gang of like 15 people when originally there were 4 and gimmicky weapons that are fun to use once.
And then there was the crimefest fiasco. Promising players free stuff if they completed the challenges and guess what? The first thing they give us is safes we have to buy keys to open. Because 30 different DLCs weren't enough in a game that cost 30€ to start with.
If you want the DLCs just get the DLC unlocker. Never used it, but apparently the only thing that can happen if you do is MAYBE get kicked out of the community group. That is if someone feels like gathering evidence and mailing it to support.

Mod Courier Pack is a must. Because it wil allow you to get lots of good mods for weapons by collecting some stuff during game..
Map DLCs will aloow you to open maps by ypurself but you can always join your friend's maps even you don't have them.
For character maps I suggest you to play a bit to understand the game and your play style first. It can be beneficial for you because they might have some character specific traits. Or change your play style. (Clover can pick locks faster and with yYakuza you can deal high damage if you have low health by correct skills etc)
For weapons I can suggest buying Armored Transport because it has a very good submachinegun for a very cheap price. (One shot-one kill for many units ,if they didn't change the stats)
Also don't buy any DLC for handgrane since they just made a community handgranade.

Most of them are not worth it. But definitely go for Gage Mod Courier Pack - it makes your life thousand times easier. It gives you access to tons of mods compatible with most of weapon types. Wait few weeks for the sale and you can get it for few cents.
If you are really into it you can also check out all the Map DLCs, but they are not essential - you can still join lobby for DLC maps even if you don't own the DLC
Weapon Packs are weak - strongest weapons are actually from Vanilla game and free updates.

I'd say only Gage Mod Courier is a must. Gage Assault pack is pretty handy aswell. Gage Shotgun pack if you like playing with Shotguns. Gage Weapon Pack 01 gives you grenades which are nice, but the default Molotoves are good enough aswell.
Skip the character DLCs unless one has a weapon you really want to use. Heist DLCs depend on whether you want to host your own games. If you're fine with joining other people you don't need them, unless again if one has a weapon you want :)

The only essential DLCs worth getting IMO are the Gage Mod Courier and Shotgun Pack. The courier DLC let's you participate in a fun treasure hunt in each mission and collecting the specific number of packages unlocks quite the amount of mod options for your weapons. For the shotgun pack, the HE rounds are a GODSEND when it comes to dealing with Shields and Dozers.
The other DLCs are pretty meh to be honest. Sure, there's more option to choose from but in the end you'll be sticking with one or two of your favourites. I can only recommend the map pack if you're planning to host a lot. Otherwise, just join the public games. (I can recommend Hotline Miami, Point Break and The Bomb map pack because these three are best to play on)

Always buy the DLCs when they're on sale. Never ever buy them on full price. It's not worth paying 5€ when you can pay 1€ or even cents for it.
I'd say get the characters, gage mod, gage weapon, shotgun pack, and the rest really will depend on which weapons you want.
Also, if you're not into buying all of them, don't buy the heist ones, you can join them even if you don't own the dlc.
