Question about GA region locked

Hi to all. I have won a GA but the user wrote that the key is region locked. I havent' yet received the key, after what should I do? Mark it as not received, right?

My opinion is get in contact with the GA creator and see if there's a way he can deliver a ROW copy even if it is outside the 7 day deadline. If you see that's not possible either tell him to reroll(which will probably be useleess) or mark as not received after 7 days. I don't think you'll need to contact support since he himself replied to Cat's comment.
Also I'm not sure if linking the GA is considered calling out so I'd suggest you remove it from the original post just to be on the safe side.
