First puzzle here, for the second Bioshock

So I tried to think of something a bit complex, and I have the feeling it ended up being either too hard or too easy, all depends on understanding the description of the puzzle. I think it's clear, but if it isn't please tell me and I'll edit the description.

Ok got 1 answer, I think I understand now. But there can be multiple choices for each actor....
