So I've been wondering, once a person breaks the rules and is appropriately punished (not activating a won game is a 5 day suspension), what prevents that person from being reported, blacklisted, suspended, etc. again once the suspension is over?
Is the the unactivated game removed from the won list? Or is it just left there, so a flood of reports for that user could come in at any time, and someone from support has to go through them all, denying them, as the user has already been punished for that particular case of rule-breaking?

After getting suspended, nothing prevents users from reporting them again. We have no way of knowing if an user has alreay been suspended or not (unless you've seen them getting suspended of course).
They won't get suspended again over the same thing of course, but it sure doesn't help with the user reports backlog.

Support members see past suspensions and their reason. However no, regular users have no idea if someone has been suspended already for anything at all.
Removing nonactivated winnings may hurt GA creators (either by having the GA removed completely or by leaving it unmarked)

Can I enter a giveaway for a friend?
You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used >during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account.
No, you cannot "do what you want with it". If you want to keep using this site, you'll have to play by its rules. Using this site is relative, of course, as you sure as hell won't be winning any of my GAs.

I think that's what he meant to say as well. Perhaps using the term "stop" or something, instead of "forbid" would have made it clearer, but he is just saying that you can give others a game you won here (you are not allowed, but how could anybody stop you?) but, if found out, you are going to be banned ("prevents you from joining any more giveaways") for it. It's pretty much like saying: law doesn't forbid you to shoot your neighbor, but it will force you to relocate if you are discovered.

The way it's stated, maybe it's what he meant, maybe not. It's at least confusing, but seeing on a daily basis users that couldn't be bothered to read rules I assume the worst. Besides there is a (small) chance it will be the first contact for someone with the "weird" concept of site having rules to follow. We don't need more users thinking they can regift won games

First OP creates a thread to find free psn codes. Then people realize he didn't activate a giveaway he won. Now he is saying he gave it to a friend and should be able to do so because he won the game (even though it's against the rules). He then edits the title and description of the discussion to argue his point. Now he is on everyone's blacklist

He created some posts asking for minecraft v1.4 server(can not use google?) and something about PSN codes. People quickly noticed that he didn't activated sid meyer's pirate game and started making fun of him. Then he created this post ask why is everybody talking about pirates. We explained, and he counter argue us.
Now he edited the original post for what do you see now.
