If you are from Latam, on nuuvem.com they also have some Lego games on sale since 3 weeks ago(3 weeks ago was a bigger discount when they partnershiped again with WarnerBros) and games(Lego, Mortal Kombat and other games) are cheaper than on Steam

They do - on checkout you usually have to select which country you are in. If you select Germany - 19% VAT.
