Level 1 giveaways from new users?

Yes, it's perfectly okay, why wouldn't it be? They are creating the giveaways for others, not for themselves so their own level is irrelevant.

It is weird, at least it seems to me, to post gibs that are above your level if you're a brand new member and don't participate in the community enough that it would make you want to reward it but if that is the case I think it's great.
Maybe he's just testing how the site works or something?
Also, I think you should remove the link to the profile as it might possibly be seen as some sort of calling out. I'm not saying you're doing it but it's better to be on the safe side :)
