Is this okay?
It is weird, at least it seems to me, to post gibs that are above your level if you're a brand new member and don't participate in the community enough that it would make you want to reward it but if that is the case I think it's great.
Maybe he's just testing how the site works or something?
Also, I think you should remove the link to the profile as it might possibly be seen as some sort of calling out. I'm not saying you're doing it but it's better to be on the safe side :)

I don't know at the time if his giveaways are fake, but that's not the point. Question is: is it okay for newly registered member who didn't contribute yet to create giveaways that they themselves wouldn't be able to join?
