Can I give away Steam keys bought on Amazon?

What the title says.

I usually buy bundles during holidays and some times I get duplicated keys; I still have some keys for Crusader Kings II DLCs on my Amazon library which haven't been redeemed.

Can I make a giveaway for those even though they're not in my Steam inventory?
