Run the hell away, but not before reporting him. :D If your gut says something's fishy, listen to it :)

"It's now a scientifically verified fact that post-pubescent men simply cannot possess the aptitude to headshot any virtual entity in a video game, representing a human or otherwise, without software assistance. The data clearly illustrates that they simply lack the reflexes, genital mass, and correct sexual orientation to do so." (69Deathkill3r69, 2013).

Thanks Captain Obvious, I totally didn't know that after having been a fairly active trader for about two years. I report people who use fake trade rep, like, you know, the person the OP was dealing with?
I'm still wondering how you got me falsely reporting scammers out of that - where in my first post did I say I was reporting him for scamming? XD

i think it's better to be safe than sorry.

Probably a big hint is what the trade offer was. If it sounds too good to be true, it probably is.

Hah, I thought you'd be more seasoned than just 3 weeks. Yes, beware of all new accounts. Beware of old accounts. Always question, always doubt. If you have their 64 bit url they can be monitored.

I wouldn't go anywhere near that trade. Even if you're not at risk of getting scammed directly (i.e. the trade is entirely within the trade window), given the profile you described I think there's a strong chance the items you'd be trading for were scammed from someone else, in which case (a) there's a chance they get revoked when the original owner complains to Steam, and (b) you might be helping a scammer profit from and ditch stolen goods, which is kind of a crappy feeling, imo.

The fact that even after realising all their rep was fake, you're still considering trading with them, leads me to believe you should never trade.

Using Steam trading there's no risk. If you get a game and the guy does a chargeback you can get the items back writing a message to Steam Support (and he will get a nice Trade Ban).
Anyway, if you don't trust the guy I'm not sure why are you asking for advice in the first place.

A trader who approached me had no ST rep and a pageful of fake +rep (from users random letters and numbers for usernames with ? avatars saying just about the same thing-not like the usual good trader +rep but rather similar specific things that are worded and ordered strangely). The user joined in January of this year and has a few crates and keys in the TF2 inventory. He/she/it deleted all of the fake rep after I declined to trade with him/her/it. Should I even risk dealing with this person at all? Or is he/she/it part of a network of shady scammer alts as I've presumed? I'm really new at the trading scene, so thanks for the guidance.
