CS:GO will not be giftable during the sale. Our goal with sales is to grow the community and historically, during sales, the new users that stick around are mainly the ones that purchase copies for themselves.

A steam account with not at least 5$ spent on it it's 100% garbage. Have him spend at least 5$ on the shop, then you can transfer steam funds by placing market items at very high prices and have either part buy that (with fees)

Firstly, I bought yesterday a cs complete for him from a trader, because it had the same price as cs:go. Secondly, I doubt that, whenever he makes the steam account (probably at the start of the next month), he will put money in it. He will just play with the games I'll give him and, in the future, maybe he'll consider putting money in it.

Without the 5 euro spent his account will have limited access though. No community access, and most importantly no market access to sell his drops. Just find a game to his liking when he makes the account with a nice discount that costs about that much and subtly push it towards him. Like this: "re malaka, koita edw ena gamato paixnidaki. Molis pente eurwpoulakia! Tzampa einai! Oute dyo paketa tsigara!" xD
It's not actually necessary to spend the money though, he could simply just add them to his steam wallet and leave them there till there's something he's really passionate about, that also unlocks his account.

You could do the market thing. Send them a unique item that has unique listings and buy it from (your friend) which you sent yourself. If you truly... wanted to. I think it would cost you an extra steam buck this way.

You could create the account for him. Purchase with your paypal, and then remove the info. Granted, there's no guarantee steam will be cool with you creating an account to gift someone.

I can't really say I am not satisfied by this move. Many people will get butthurt for not being able to purchase the game, but if it will help prevent even a minor percentage of the hackers, I wouldn't describe it as a bad thing to do.

I won't say I don't understand why Valve is doing that but it seems a bit unfair for every other publishers on Steam because they can't benefit that feature to protect their own games from cheating, I'm not even sure it's legal in Europe.

I'm not sure about it being not legal although I doubt it but the European Court of Justice has also decided that Valve has to allow users to resell games from there Libary and nothing has happened so far.
