Depends on the nature of the user report. Most are "he's being a meanie on the forums" or reports for non-activations, regifting, etc. Those are all pretty low priority to me. More important are reroll requests, giveaway problems, and such, things where a user actually needs help. Sometimes user reports are passed over because they are submitted prematurely (non-activation before 7 days), or the previously mentioned "he's being a meanie" cause it's not really enough to take action on.

the creator may be giving away not-allowed game (Origin key, Desura key, Chrome copy of Don't Starve, DRM free versions from HIB) and thinking that writing "IT'S AN ORIGIN KEY! NOT FOR STEAM!" in the GA description is enough to make him good to go.

Well some people, especially newbies, may not know such a thing is against rules and get into trouble themselves. They may think "well, anyway I am getting a free copy of a game, so it is okay". You'd wonder how often newbies tend to defend creator of non-steam-redeamable GA saying "he's still giving a game away, just not on steam, but it's a legit copy", so the best course of action is to report such a GiveAways to support right away, so they could be closed/deleted before they end.

If you feel they missed your ticket you can bump it yourself, why should they add bump button? so people would think it's ok to abuse bumping?

Reports about behaviour in GA's who might get deleted are pretty important i guess. Idk if the admins still can see the comments and so after the GA is deleted, but if not it's pretty useless to report them with a link to the comment wich the report is about
