guys the Steam says:
This purchase failed, Steam was not able to accept payment from your payment provider.
Your card information was declined by your payment provider. Be sure to double check the information you entered during checkout.
If you see a charge for this purchase on your statement, it will be removed when your payment provider resolves their transactions. Steam has not accepted funds for this purchase.

Well I never added funds to my wallet, but check out https://store.steampowered.com/account/.
That should show your current balance. I don't know if it shows activated funds in their logs, but it's worth checking out the purchase history too.

Yeah dude. You'll get it back. Go into your account details or wallet , then purchase history. There should be the list of sll the transactions that took place from your account. Then, choose the payment which wasn't completed and it will have an option for refund. Good luck

It's best to buy a steam gift card and redeem that on steam, you won't have this kind of issue with a steam gift card.

This means your purchase didn't go through and you need to use a different card. Contact steam support to get more info about why this happened.

If a transaction fails, the money will be credited back. This process may take couple days and upto a week depending on the issuer of your card.

What nhahtdh says below, a transaction failed and not provided so you should get your money back and if not, don't contact steam, contact visa and they can easilly see the transaction failed and you have every right in getting your money back.

Don't worry.

There are two cases:

  • In the good case, the money will come back to your account without you doing anything. Give it a few days (or a week depending on your country)
  • In the bad case, the money doesn't come back. You will need to ask your bank to dispute the transaction. I don't think this will cause any problem as long as Steam doesn't have any record of the transaction.
