Google for every game specifically if people were able to activate it (with or without Proxy when they activated an uncut key (and of course actually received the game uncut in their library). As far as I know if you do it with a German IP it will automatically turned into the cut version for you (in most cases), doesn't matter if the key initially was uncut.

You know nothing, Jon Snow. An uncut key will NEVER come out as an cut key. The worst thing that can happen is a) Steam says it's not available for your region b) You initally got a cut key from IG.

That's about buying Steam gifts in a restricted area. Of course you get the cut version of a game if you buy it in your Steam store. This gift will always give you the cut version of the game, even if you activate it in a region where you can buy the uncut version. These copies are tagged (DE) or (AU).
BUT: This also works the other way around: If you get an uncut Steam gift and and activate it it here you get the uncut version.* With keys it's the same thing just with the downside that you don't see a tag, so you don't know: is this key a cut key or an uncut key. If it's an uncut key, most of these will activate without any problem, there are just a few exceptions for Activision and THQ games. However, Steam won't change the licence of a game based on your IP because somebody bought is as an uncut game, so it stays uncut. The guy in the link preordered the (at this time) unrated version from the AU store and it got cut, so he may get the cut version. (That's another reason to not preorder at Steam)
