Mostly because of the nature of the scams, they can't prove the person was scammed.
EDIT : Steam also warns against trading keys and items that are not in the steam trade window so if you get scammed doing that, it's your own fault.

Made a report for the sake of it but then it hit me that several people that has been accused/scammed are still around like nothing ever happens.
Are they doing anything about it or are they just collecting accusations? Decided to shout out when he tried to sell of the same things as he "sold" to me but it's not like i can be arsed to stalk him around :P
