Very Big Mistake about SteamGifts

I don't think SteamGift is a playground to create a giveaway
I create over 100 giveaway but it's only Level 1, what the f... is happening
Maybe not any game can be get contributor value to upgrade level , i was checking on Oy Vey Key, some game is not received contributor value, some game is yes
Winner is very few , even trash game
