Nothing illegal about it, but Valve might very well pick up on it. It is not safe since Steam's records will clearly show you connecting from another address and registering a key, then disconnecting and connecting back from your usual IP.
To them, it is circumventation, which is not allowed according to the subscriber agreement.

Hey Guys,
I just bought borderlands 2 off www.gameguideworld.net and used the VPN activation method and it works perfect.
Took me 5mins to activate and I just downloaded the English version in steam. It comes up in steam in 2 different versions.
One is RUS and other is normal retail ENG version.
I'll be buying my games from these guys now, another thing was it was delivered Instant!

LOL ok I didn't download it just then but over week ago but it works fine.
