Can a Diablo III/Diablo III ROS key be revoked?

There's a dodgy guy that has only 1 steam game in his library (CS:GO, which he played for about 26 hours) that offered me those keys for something of mine. My question is in the thread name.

Yes it can be revoked and keep in mind that Diablo 3 Starter Edition is free (just in case he is offering this one, because someone tried to offer me)
