Heck, you can give it away the same day, so long as you activated the copy you won. You'll probably get reported by at least five people, but if you've actually activated the game and are giving away a different copy, you won't be suspended for those reports.

it doesn't matter at all. You have to have game you won activated on your profile, that's all. It doesn't matter if you activate won copy or copy you buy on your own, as the end result is the same - you get one on your account and one spare copy you can do whatever you wish with.

For keys it's dumb, for gifts it can be profitable if you live in a region-locked area. I never thought of it until someone pointed it out to me.
Win a region-free steam gift here. Buy a region locked gift of the same game if it's still on sale or even from traders and activate it. Trade your region-free copy of the game to someone else as region-free will be worth more and the winner could make a little on it.
Pretty shady, but I wouldn't be surprised if someone has done that. If there's an angle or possible exploit it's usual that people will have tried it.
