I had the same problem 2 days before the start of the summer sale. The account got locked by the system for an issue between paypal and steam (not depending on me or my account) and I had to wait support to unlock.
For sure with sales they got more request but I they should fix it fast enough.

Hey guys, I have problem. I can't buy game from story. I want to buy CS 1.6 and i cannot do that becouse i have this error when i want to pay with use Steam Wallet. CS 1.6 cost 3.99Euro, I have 5,12 Euro.
When i try to buy it i have this error:
"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
