Yep i could buy so cheap bundles from Steam. Now i can't even see the game stores so... ;)
Because Steam gives minimum limit discount for every country if your currency cross the limit, you cannot see the bundles or games. I don't know maybe it had already policies but i see new.

The bundle only offers a 10% discount on top of the regular one. In Europe the bundle is 0.98 EUR and the two games are 1.08 EUR if bought separately. If you don't see the bundle due to regional pricing you are probably missing out on an extra 5 cents or so of discount.
