You can, but I think you need your old number to re-enable it. To change the phone number associated with the Authenticator you've got to talk to Support.
At least that's the process I remember going through.

ahahaha. Guess who lost their phone! I did! ANd I lost my steam mobile authenticator with it. Now that would not be such a problem if I just disabled it with the code. Oh yeah, lost that too. Luckily I could still get on steam on my Windows, but nothing else :c Anyways after 3 months ? I got a new phone and got back into steamgifts so hi! Here is a little gib! :]
