You cannot refuse giving away a game once someone wins your GA without breaking any rules, but you can make a few things to weed out pure leechers.
You can limit the minimum level of partecipants to your giveaways (setting it i.e. to 2 is quite reasonable, you can get there pretty much by simply giving away a dollar bundle, so you won't really lock out people being poor or unable to afford giving away games, it's just to make sure people who win your giveaways committed at least to learn how this site works).
Or you can make more complex rules with SGTools (in terms of games given vs received, calculating value etc).

Rules say nothing about giving back so basically you are not forced to do that. Never.
Common sense is another thing, the site works because there are people that give back other than winning otherwise the site would slowly die.
I consider 0.5+ a good ratio (2 wins and 1 given away) but that is my opinion that others mught not share.
Also I don't consider this a charity site and don't consider "poor" any user of steamgifts, 100$ worth account is not by any mean being poor. Since gaming is not a primary need and involves having a good (and somewhat) expensive internet connection to download, which also is not a primary need. The only people that I understand having terrible ratio are minor age people, I was a once a I know how hard is to explaing your parents why you spend money on videogames instead of pirating :P

Ratio is a very personal thing and there's nothing in the SG rules or guidelines about it.
Personally speaking I find those that finger point at others but forget to watch their own SG/Steam stats and don't wipe first before their own door before they wipe before the doors of other people the worst because they are using self made up and imaginary SG rules while doing the very same themselves they accuse others of.
They are simply making a very nice and pleasant use of hypocrisy and double standards. :X

Good evening everyone
I was wondering about the ratio of this site. I mean sending and winning gifts. Is it ok if someone won over a 100 games and gave none? When I read the FAQ before I registered, it stated that the ratio is important, yet I see many people takes but doesn't give anything back. Are they going to be banned one day or is it ok and 'legal' for them to take as much games as they can from this site?
Can I refuse giving someone a game after reviewing their profile/games list, or ratio? Would this be fair or not?
Thank you for your time, I really wish someone can clear this for me because I'm a bit confuse and have my noob moment. :)
