Steam allows you to put any country you want in your profile, it doesn't necessarily need to be true, if steamgifts allows them to join the giveaway, their account should be in UK then.
Example I put in my profile Heard & McDonald Islands, I can assure you I am not there (gonna remove it later)
Also you can only change your region asking support to do it, so not like you can do it easily

Yeah, just realised it is in the profile section and not editable. I thought it was pulled from Steam. It's the first time I bothered to check it was restricting the players and just saw Serbia. 😆

Well, I saw a case where it was region restricted to 3 countries but the user said they can't claim it... They had been suspended , ah but the reason is because they activated the game to a different account...

I checked SteamDB and couldn't accurately discern which regions would be ok. I bought it from Fanatical knowing it was ok for the UK. I therefore only selected the UK as I could only guarantee it for that.

You can check on fanatical's site, there's add-ons that make it a bit easier to check them all quickly.
Or, as others said, can look at steamdb to see if there are any region restricted keys.

Ah, I see. If it came from a bundle, then the SG post of that bundle can tell you which key is which subID. This is the cleanest way. There is another. If you own the game and you try to activate it and you are using steamdb extension, it can tell you the subID. But you need to own the same or better version (ie, deluxe, etc.) for this, or the key can double-activate, and you lose it, but it is quite rare for bundled games.

Look up the packages listed at SteamDB and be careful even "global" keys aren't activating worldwide mostly.

First of all, you need to remove the link to a specific user's account as soon as possible. As already pointed out by another member, this is considered calling out and is not allowed. If you have a genuine belief that there is a problem with another user's account, you should submit a User Report. You can ask general questions regarding regions and restrictions that come with it, but not identify a specific user. Please consider this a warning for now and make sure you don't call out other users again as this can lead to a suspension on your account.
As for your question itself, which has largely already been answered by others, Steam allows users to display any location on their profiles and it doesn't necessarily reflect what the user's Steam Store location is. Steam Store location is what matters when it comes to region-restrictions here in Steamgifts, as that will determine if a user is able to activate a restricted gift or not, and any user entering region-restricted giveaways should have their Steam Store region in one of the countries that are allowed to enter a restricted giveaway.

A warning (threat) seems harsh considering I can find nowhere that states this rule. Not going to argue over it but I think a warning should only come when a user is expected to know the rule.

While you may think it harsh, please be reminded that the alternative to being given a fair warning would have been to just suspend you as we naturally couldn't have just ignored the situation entirely. With that in mind I trust you agree this current approach was the "lesser of two evils" for you, so the speak.

Just an FYI, there is a reply to a comment I made above that was intended to dupe myself or others into donating keys to SteamDB. A prank. I think that is a lot more serious and after I reported it more than 24 hours ago nothing has been done or said from what I can tell.

This was meant to be a simple discussion about how the region restriction works and it turned into this. I didn't ask anybody about how to check a keys region restrictions. I rushed a giveaway and quickly selected UK to save time on checking. Suddenly that became the main point of the discussion.
You then popped up and suggested I use a key donation service run by SteamDB as a method to check keys in the future. Why would you want people to be duped in to losing their keys? In my opinion, that should be close to an instant ban.
I raised this with the mod here because I seem to be getting warnings for a rather innocent incident whereas someone with malicious intent, like yourself, has received no attention at all.

luckily your opinion is not that matters here... i suggested you a service i personally use to "save time" on checking threads about restrictions - you threatened me with report and even reported me in response! if you affraid to use it and reject my advice - could just ignore it! warning is not some mark on your acc but just a word to not do so in the future... and no, it isnt became a main point of discussion coz, judjing by a guy who replied to me with a gif calling to bl me, and blacklists i received - everyone agrees with your aproach! the main point now is you arguing with the mods 🙂

OK, having looked back over the post with fresh eyes, I think I let your comment about my giveaway not being 'cool' influence my future decisions. When you posted that link, I think I have also taken the not cool comment into too much consideration and thought your next comment to be more malicious than my clear eyes now tell me.
It was probably also not helped with the discussion turning focus to region checks and not my discussion point.

I use SteamDB and I usually check the packages and subids for restrictions. On this occasion I was in a rush, realised after a quick check it wasn't a simple no restriction game and made life easier by just selecting UK only. I could then quickly get on with other things.
This post then derailed with others questioning my UK only selection and my ability to check restrictions, which wasn't the discussion point.
I thought the link to the SteamDB key donation page was malicious because it was in reply to my comment regarding checking keys for restrictions and no context was given alongside the link warning that keys are at risk of being lost if SteamDB don't have the package. The context or any explanation wasn't given because it was intended to dupe. If it wasn't, then does the person providing the link not understand these risks? Some unsuspecting user could see that link in reference to my post, go to check their key for a $200 product and find it is activated and gone because SteamDB had never seen that product before. I think of others, not just myself.

Yes, I have pointed out above that I was probably carrying over some annoyance from their 'not cool' comment and went a little overboard in thinking it was malicious.
When somebody insults you and then offers help without noting the risks, it looks suspicious. At the end of the day, if they hadn't been rude and made that 'not cool' comment, I doubt anything would have come of them posting that link.

To be fair, I originally thought that member was telling me to remove the user I was having queries about.
They said "if so" and my query was so, so I went to try and get that Serbian user removed from my giveaway until I later realised they were talking about myself.
If to call out means to accuse, then I didn't call anyone out. I'm pretty certain I've seen people link to other people's profiles before. I could be wrong though.
The rule could easily be added as "Don't link to other member profiles." Simple. I'm not sure why it is so hard to add if it is a rule.

You could have explained the situation without linking to the profile, like how you have it now after you edited it. Instead you chose to link a profile and say this person is doing so and so, that's literally calling out someone.
If you think someone is breaking the rules you should do exactly what the guidelines mentions, in the general section.
If you notice a user not following our guidelines, do your best to politely explain our rules with relevant links or quotes to our guidelines when appropriate. If they do not take action or deny any wrongdoing, please submit a user report ticket so we can take action if necessary.

You are not wrong, the rule about 'no calling out' is not actually written down anywhere.
It's been an unwritten rule for as long as I can remember.
This scenario is actually the most common way that new users are made aware of this rule -- by other users.
I will admit that I don't understand why it has to be this way. It seems like it would be fairly simple to add it to the site guidelines. But that doesn't seem too likely at this point.
