I don't own any xbox, and can still get the games, so if I ever do, or play on a friends I have access to the games.
Just click the ''get'' button, and ''cancel'' when it says to install (and can't find an applicable device), and wait a second. It'll switch to ''in your account''. You now own the game, even if you presently can't play it because you don't have the correct box.

The offer applied to the Xbox One version of that particular game. I'm guessing you have an Xbox 360 but not an Xbox One. The same thing happened to me, but even though it looks like nothing happened after clicking the blue button, I was able to see "Destroy All Humans" in the Download History on my 360, so it looks like it does tie a license to your account. I can't install to be absolutely certain though.

I got an xbox one (and xbox 360 but never tried nor connected to internet) and it did not show the v thingie/bought mark, that you bought the game, as it does with the other games.
I didn't not test it either on my xbox one but only through the way described above then it did show the mark that you bought it and thus i can safely assume you will have it when you start your xbox one too.

At least it did yesterday. Gave me a purchase confirmation but I can't really tell if it relly worked since the game is also part of Game Pass and I'm reluctant to spend too much time fussing about a game I'll most likely never prioritize enogh to actually engage in.
Edit: I Just stumbled upon this information link. May give some insigt into the current problem with redemption.

I am kinda logged in there (microsoft store too) because of a free game some weeks ago, but still wants to authenticate me again when i clicked further, which maybe logging in as a dutch person i would get the right dutch phone server but i simply not getting any texts on my phone.

I don't have an Xbox but I was able to purchase it. My translator is all whack (I can't select and translate most of the text from buttons) so I had to practice on the english site.
I followed OP's instructions. Then, when the big blue button appears (I believe it's the "purchase" or "assign to device" button, click the 3 "..." buttons next to it. It will give 2 options. I believe the top one is "redeem gift card" and the bottom one is "add to cart". Adding to cart brings you to another page with purchasing options, and the game at ¥0. Click the bottom right blue button, which I think is purchase. It will ask you for your email for a mailing list, and I just entered mine.
Other things it might do is ask for a 7-digit security code that goes to your email or ask for your password multiple times.
