I was level 3 more than 1 year, since my last giveaway. And today I realized that im level 2. What happened ?

Some of the games that you have given away have become bundled. The value of your giveaways has, for that reason, dropped. Because of that you now dropped the level.

Dingbat, has the correct reason.

If you giveaway a game before it was bundled you will not lose CV if it ever gets bundled.

Whenever a game becomes part of a bundle, any giveaway for that day created after the bundle date is only worth 15% of CV. Any giveaway created before the bundle date still worth full value.
Note that games are often added to the bundle list retroactively, meaning if a game was bundled on tuesday, but wasn't added to the bundle list until Friday, any giveaways created on wednesday or thursday will lose their value retroactively. any giveaway created on monday, or earlier, is still given full value.
games are added to the bundle list retroactively because the person in charge of the bundle list is not omniscient and may not become aware of a bundle until a while later. It is the day the bundle starts that matters, not the day the game is added to the bundle

What also causes a loss of CV is when a game's price is reduced. SteamGifts calculates a user's CV based on the current list price of games in Steam. If a game was priced at $40 when the giveaway was created, it was worht $40 CV at the time (or $6 if it was bundled). If the price subsequently drops to $20, it loses half it's CV

Does it work the other way around too? Like if the game become more expensive does it give me some CV?

Yes (as far as changes in the listed price are concerned), though it's unlikely to happen.

unless its daedalic games, those tend to jump to 10x value on occasion. (9.99 game costing 99.99)

Yes, got 2 glitched Daedalic giveaways. Have jumped from 4.92 up to 5.13. It is really hard to remember not to put points down on some of those lvl 5 giveaways :(

Likely only limited to Early Access titles that decide to bump the price upon their full release (but I doubt anyone wants to buy those to giveaway too much that might even ask this question)

I'm sorry, you are right. I got confused with your final part of your post. I stand corrected.

If the price of a game changes on steam you lose CV for it .

As someone mentioned NationRed had a price change so you lost some CV cause of that .

Maybe it's good time to fix that
more than 1 year, since my last giveaway
But that's up to you .

Same thing with State of Decay - it counts as 0 because they made that YOSE edition - you can't buy normal State of Decay on Steam. Probably same thing with games removed from Steam? Like Prey?

Games removed from Steam have their prices adjusted by our Staff.

But yeah, price drops slowly drain your points. Gotta keep giving stuff away if you want to keep your CV level.
