You're forgetting that Steam also takes a 15% cut when you sell the keys. They're actually only worth ~$1.80

if you are buying keys at full price you are doing it wrong

In cases of a steam [game] key trade or a none steam trade window [trade], you are not guaranteed or even likely to receive any scammed items/games back.
For example, if I were to trade some chap 4 tf2 keys for Skyrim LE game key, and the key turns out to be fake/dupped, I will not be seeing those keys back. Say I were to send a gift copy to someone and they swore on their mother that they would send me a few game keys or a gift copy of another game but never do, I will not be able to get my gift copy back.

You can't be sure about that. For all you know, there could be someone in the streets selling you "Borderlands 2 goty" in a plastic wrapper with CoD Ghosts as cover... India, you know.

I think the key word is "sometimes." I find it highly unlikely that multiple people, as the OP stated, all on steamtrades bought on Amazon just to sell at a loss.

But people doesn't sell under their costs. If you bought game for $10, you want to get at least $10 in keys (which would be around 5 keys).

You talking about buying games from Russians, who has cheaper games anyway, so they can sell game for $50 for 15 keys, because they pay $20 anyway.

The goty is more or less just the base game with the season pass and the extra classes.
