It's normal considering BF3 Beta was similar in terms of lag, and due to the success of BF3 even to players who were new to BF3 this beta is probably having more players than the BF3 beta, so the lag should be worse.
Good thing is that it will be fixed by the game's release, just like BF3.
Still i hope they manage to improve it for the open beta because some people might get frustrated due to the lag and end up cancelling their pre-order for some reason.
So far i loved it, but i guess i'll wait for the release (pre-order) due to stability problems (and since i'm playing FFXIV i can wait for BF4 to release).

Okay, few things. First, check out /r/battlefield_4 for much better info on issues and resolving them than the mess that is the official BF4 forums. If you have an AMD graphics card, the below info won't help you, so peruse the above sub-reddit for best info pertaining to your card series and drivers.
What version of Windows are you running? The below info will pertain to Windows 7 64bit only. Windows 8 info will be after the next two steps.
Second, try upgrading/downgrading your Nvidia GeForce drivers to version 320.49. Go to Nvidia's Beta/Old Drivers page (assuming you're in the US, or whatever equivalent for your country) and put in your info, then make sure to select the WHQL 320.49 driver package. Download, install and check the Perform Clean Installation box when you start the installation.
Third, close any open browser windows, launch Origin, the open your browser and log into Battlelog. Select the server you want to join in multiplayer, join it. Watch the blue bar at the bottom of the page, when it changes to Loading Level, wait 10 or so seconds, then CLOSE YOUR BROWSER. The game is still loading, you just click the button on your task bar to fullscreen it.
For whatever reason, Battlelog is causing performance issues combined with using new(er) drivers than 320.49, including the beta drivers released on Oct. 1st. The 320.49 drivers work best for 600 series and above, on Win7. If you're reading this and have a 500 series, try the 301.42 drivers. It may improve framerate, it may not.
If you are on Windows 8, update to the latest Nvidia beta drivers, 331.40. Also, if you are using SLI in Win7 or Win8, you'll have to use the 331.40 beta drivers.
Other things to try, which may or may not help, are the standard system tweaks and driver updates for all your components. Make sure your motherboard chipset drivers are up to date, your audio device drivers, etc. Remember to lower the graphical settings in-game to absolute lowest using Custom settings. Try changing your resolution in-game as well. Above all, remember this is a beta, and the point is to find out all these problems with performance, rendering lag, network lag, etc. before launch. Have some faith that DICE will fix the issues. If they didn't, far fewer people will keep their pre-orders and buy the game.

There are no fixes, it's a known thing, because beta is beta, it's still not optimized for many computers, i have a notebook with nearly your set and the game is very laggy. Wait for the full game to come out or just stay with this, maybe they will reduce lags in future patches.

Man, calm down, just don't get angry at me because i said the thing wrong in your opinion, in my opinion, there are some fixes for some(i don't think for most)people that actually work, but remember there are 7 billion people in the world, and many of them have slow computers or notebooks and all these computers and notebooks have different configurations, battlefield 4 beta came out recently, there can't be fixes for most people, but thats in my opinion, remember that.
