That's up to you. You're entitled to re-roll the giveaway if you'd like, or send the gift.
I was under the assumption that users cannot win giveaways while suspended, though ...
If the suspension is permanent, I'd reroll, because they won't be able to mark it received. :P

No. Suspended users aren't elegible to win any entered giveaway when it ends.

All giveaway entries are treated equally, and when a giveaway ends, the site will randomly select a winner. Users that are suspended during the selection process are unable to win, and their entries will be excluded when the winner is generated.

Oh nice! I missed that part. So even if the suspension left 15 minutes, if the giveaway ends, that user can't win. Nice to know. Thank you! You won a blue heart 😊

Como veo que hablas español, espero que no te importe que te lo diga asÃ, que el inglés no termino de dominarlo. Entonces si un usuario está suspendido por X dÃas o semanas, aun siguiendo en la lista de "entries" del sorteo, es inelegible para ganar? digamos que habrÃa como uno menos participando aunque siga en la lista de las "entries". Es que claro, normalmente cuando alguien gana un sorteo mÃo le doy la clave, sin mirar el perfil. Y claro, estoy aquà con la curiosidad de si alguien baneado puede ver la key, activarla y, dado que está suspendido no puede marcarla como recibida, yo pierdo la key y además perderÃa el giveaway y tendrÃa que eliminarlo.

I don't know if the answer is already answered, but I didn't find it. It's only a curiosity.
Example: I create a giveaway. An user enter to that giveaway I created. Days after it, the user gets a 1 week suspension. The giveaway end two days after that suspension starts. Can that user win the giveaway even owning that suspension? If yes, can the user activate the key if the creator send it? And, if the suspension is permanent?
