Budget? Current power supply? Current system specs? Amount of physical space available in your case? Games you play? I could go on and on...more information please.

Well can't really recommend anything without knowing what you power supply is or how much wattage it can deliver on the 12V rail. Is it a prebuilt of some kind?

The first thing I would do is go straight to Toms Hardware and check out the VGA charts etc... even has sections for budget ranges.

Get yourself a R9 280x. If I remember correctly, it's an analog of 7970, pretty powerful card, fast and quiet. I have 2 of those, and no game I own can run below 60 fps :D

Isn't the GTX 750 Ti better than the 260X and doesn't require a power connector?

GTX 750 Ti? It should be within your budget. It's good enough if you are gaming at 1920x1080.

hmm may i ask another question? My screen resulotion its 1280x1024 i just read that screen resolutions can affect fps in games,is that true??
P.S. I mean the limit of my screen resolution is 1280x1024

If this is the resolution you are gaming at, then you should get a cheap graphics card.

The higher the resolution, the more graphic card power you need. At lower resolution, sometimes, it's the CPU affecting performance.

Should i buy a better screen or something?

You totally should get a bigger monitor. 1920x1080 is like the de facto resolution today.

Pair it with a GTX 750 Ti if you are on a budget. Should last you for at least a year on medium settings or so.

Oh ok then thank you :)

1920 1080 is the standard resolution size. But it will require a much better graphic card to run a game for example on ultra settings. On the other hand playing on a smaller(1600 900) monitor you might be able to play that certain game on ultra.
It's all about the tradeoffs.

But you should definatelly upgrade to a 16:9 or 16:10 monitor. You'll see the difference.

1) let us know your "ideal" and maximum budgets.
2) to check your PSU: turn off the PC, open the side of the case and check the label on the PSU. If you can't find the maximum output (the one in the pic is 450W), take a pic and we'll figure it out for you. We need to know this to make sure it has enough power to power our recommended card.
3) "should I buy a better screen?" Depends on you. If you have the chance, try playing or watching someone on a 16:9 LCD and decide if you like it enough for the extra expense.

For now I'll play it safe and recommend a GTX 750Ti. It has a low power requirement so that different models of it don't even require an extra power connector. Since some does (top right corner), double check your PSU and desired card before buying. :)
The card has a good price overall and solid performance. Playing at 1280x1024 this card will easily go through the "next-gen".
It could even sustain games at 1080p, but again: wheter you care for a new monitor or not is up to you. :)

I just actually went through that process of buying a new graphics card. I had Radeon HD 6670 1 GB. I bought a used R9 280X 3GB, but i also had to upgrade my PSU. i bought it for 170€.
If you dont know what your PSU is, just open your PC "case" and it should be written on PSU itself. Number is in watts. IF you dont know what PSU looks like, just google it and you’ll get a sense of what you are looking for.
Since you are operating on such a low budget, i would definitely try to get a used GPU, because buying a new one for that amount of money wouldnt make significant improvement.
PS:. I also upgraded from 1280*1024 monitor to 1080p a year ago :-)

Club3D Radeon R9 270 '14 Series
140 euros
But your processor could very well be a bottleneck
And I'd suggest to save more money to get something really cool
