It was on Steam, yes, but when Atari went bankrupt again in late 2013, it was eventually pulled.
I am not even sure how the hell they managed to keep it on GOG. Then again, Hasbro, the current full owner of the game, seems to be not really that fond of Valve in general.

You can always find another physical copy that probably gives you a Steam key.

Sounds like a GOG key.

Also since the game was released in 2003, if it was only added on Steam in 2013 there might not have been any physical copies incuding a Steam key produced

My bad, just picked the cheapest one from search results after checking couple, so let's change that. Good point about the Steam key, that probably explains why it's easy to find a physical copy but there are no keys sold on black market. So GOG it is unless you prefer a CD-DRM version with something physical.
