Honestly I dont see any difference with this discount thing from steam compared to any other day when I get coupons from crafting badges, most of the time I get -90% coupons anyway, and most games in the steam sale right now get discounts through the entire year, so why is everybody so hyped about these "special steam sales" that aint even special at all?? I mean for me it just looks like any other day

well, yes. No good deals to AAA games, even horror titles (at least not to games I don't own already). Most of the big discounts are to games that were in bundles.
Also, are Spelunky and Crypt of the Necrodancer worth a try for someone who likes adventure games/violent games but not action? 'Cause they don't seem interesting and not because of graphics - I don't even mind text games.

I'm linking the complete pack of the fun little games by this developer; however, the latest (Dungeon Marathon) is very recent and not discounted, so you're better off buying the others, discounted 80% or 90%, separately.
You may already have Odallus and Oniken from bundles but if not, take the chance. I think it's also the first time the Odallus alternate skins DLCs have been discounted (they're purely cosmetic, but I gladly can put another €1.5 for the dev).

Almost all games by Croteam, mostly known for the Serious Sam series and The Talos Principle, are discounted from 75% to 90%.
Similarly, most of Team 17's catalogue, aka "Worms, Worms, Worms and something else" is heavily discounted, up to -90% for Flockers. One of the few exception is The Escapists 2 since it's brand new, but even Yooka-Laylee gets a nice -40%.

A small but very atmospheric psychological horror game, which also been nicely updated recently (it's lost the useless lantern for more color, lighting and detail while not losing the atmosphere), worth spending 99 cents on.
Anomaly series (Warzone Earth, Mobile Campaign, Korea, Anomaly 2, and Defenders), -90% (individual games get -85% instead)
Castle Crashers and Battleblock Theater, both -80%. Strangely, the Can't Stop Laughing Bundle with both costs more.

With no more lack of good fighting games on PC anymore, this is hardly one of the best, but can deserve a shot at this discount.

Not the biggest discount it's ever had but still damn worth it.
The Castlevania: Lords of Shadow trilogy - first episode, Mirror of Fate HD, second episode - are all 80% discounted. Unfortunately, it looks like the Revelations DLC for Lords of Shadow 2 is never going to be discounted.

27/10/2017: Sale has begun. Seems Steam is having trouble updating the store values (not even showing up on the wishlist page yet).
28/10/2017: Prices now seem to be stable. Some new deals apparently pop up, while a few disappear, but most last until the 1st of November.
29/10/2017: The "Extended SteamGifts" (ESG) script has updated, adding Steam Widgets. While quite the useful feature, seems it has wreaked supreme havoc in the legibility of some parts of the thread :) In case you're wondering, it's tied to option #13 in the ESG configurations.
30/10/2017: A few deals are already disappearing. Some examples: Songbringer is now at only -25% (from the original -75%), while Neon Drive is no longer discounted (reduction only lasted the first day of the sale).
01/11/2017: Aaaaaand, it's done :) The Halloween Steam Sale has come to an end! Next one is the Steam Autumn / Black Friday (expected to run from the 22nd of November to 28th of November).
