Why is Total Tank Sam Considered No Value?

It's not free on steam but when I made a giveaway and it was recieved by the winner it was not added to my contribution but instead got listed as no value. Is it because it was part of humble bundle, or is it because I made a giveaway to a group where only two people entered?

At least five people need to enter a giveaway to make it count.

No, just over 5 is needed to get CV, but you won't get more for a high number.

To recieve cv you need, at least, 5 entries for group/invite only GAs and 1 entry for public GAs.

By the way, the max CV you would have gotten for this game is only 3, so at least it wasn't a high value, non-bundled game you lost on.
