I wanted to do something similar in the future, probably not in the near future as I have to figure out some of the games from the indiegala flash event. I have some keys I had won before, "not here" errhmm, that I think might interest others and the spirit of giving on SG has infected me. ;) Though my laziness still reign supreme. :P
However, I am going to name the games and give them the keys after I added them as friend temporarily. They have to activate the game on their account and I will check. If not, they are blacklisted for the event and on SG by me. That way I can keep a record of who won and if I have future similar events, invite them.

I understand what you mean, I do not think I am asking too much. Its basically the same as SG rules as to activate the game in your steam library. Although the keys may or may not work for those that I have won before. I see no reason for abuse if you are looking to pick those games up. I also like to keep track of gifts I have given to someone and know if the key actually works.
I have a very short Blacklist. Most of those I had blacklisted are already permanently suspended by now.except one. They either create highly suspicious giveaways or are involved in fake giveaways. I just do not want what I perceive as good-will and returning to the community to end up being an issue for the Community by misuse of the keys.
I will take you advice to heart. If when I started the event and such a rule is turning any perceive interest away, I might void the rule.
