Is CS:GO Region Locked on HRKgame website?

Hey guys,

Today I wanted to buy CS:GO for my brother on HRK website, because they currently have the best deal for 5,5EUR. Under the Region it says to it is global key, but for some reason it says that I need VPN in order to activate the key?
If anyone bought the game on the site or knows what this means, can you please tell me if I can buy and activate the game without any problems.

They are basically reselling Indian/Russian codes which cost us $5 equivalent in local currency.

Oh, so that means that it is region locked and that I will need to use VPN to play the game?

If you need a VPN to activate it then that means it's NOT global.
