Googled 'Heavensward', took 3 seconds, and I found these. Guessing you didn't actually look and just wanted someone to answer your question. Regardless, here's what I found:
Square-Enix Online Store - North American Store
GMG - Says NA (North America)
Amazon - Says Item can be shipped within U.S.
eBay - Just an example listing. The seller is in Las Vegas, Nevada. NA version obviously.
SteamDB - No cross region trade/gifting, lots of restricted countries, implying US only.
So to answer your question, yes, Square-Enix still restricts regions.

Ok, thank you. For me it wasn't that clear, sry if you feel cheesed off by my thread. I was understanding the Shops statements as kind of a buy-restriction and not redeem as it it often happens in that kind of stores. Usually GMG for example clearly states, that i'm going to buy an DE or EU version of the game but not in this case. Also on Steamtrades sellers usually make clear, that their game has regional restrictions but not in this case again and things like this made me doubt.

do you maybe know if every Havensward works on my us ff14 account? or are there region restrictions? cant find us versions at amazon, ebay, gmg, steamtrades etc thats why i wonder cause usually square enix restricts all of their expansions also as far as i know
