I wouldn't say it's a site problem since it's the same person doing it every time. The fact that they are all at the same time means they are likely impatient and have slow internet so they keep hitting to submit it again and again. The sheer number of them and the fact that it's happened more than once means that either they are REALLY impatient or they are doing it on purpose.

He might be clicking submit comment and it probably took too long and decided to click it several times til it went through, not knowing what he's actually doing by clicking so many times.
