Yeah, they dropped their region restrictions some time ago. I don't know for how many games by now but they certainly learned something.

Yep, potentially other Baltic countries at least could buy the key and redeem - Estonia and Lithuania.
And maybe if that Check Restrictions is correct in driffle for this (global key) then countires like - Haiti, Belarus, Egypt to name a few could potentially also.

The reason is probably, that Steam and resellers are forced by EU law to sell any game, that is being sold in at least one EU country, in every EU country (unless there are local laws prohibiting that) and allow cross-border trading within the EU to maintain the EU-wide price competition.
So keys, that exclude or include some but not all EU countries via region restrictions, should work in every EU country nonetheless. Unfortunately this is not necessarily reflected in the region locks configured and shown in the according sub on SteamDB. And people need to make sure to not confuse EU and Europe.
Another reason could be, that your Steam store region may not be set to Latvia, since that is what counts when activating keys, not the current IP address. You can doublecheck here: https://store.steampowered.com/account/

I can confirm what Wax said. Quick note: There is the reverse version where the Baltic states are included in some CIS region keys' restriction. CIS region is dirt cheap, so if you find such a key, the region lock can be verified, and you can get some games dirt cheap compared to EU prices. AFAIK, this is mostly true for old games that released before this rule change. I bought a Steam version of COD Black ops for 6€ because of this :) This is that sub: https://steamdb.info/sub/6257/

It may be possible that Steamdb just didn't update the regions when Sony made the adjustments to region locks. That's really weird, but it seems like that might be what's going on.

The origin of the key was Ghost of Tsushima Director’s Cut (Global) (PC) - Steam - Digital Key in driffle (won't link it as I think it's against the rules)
Potentially less restricted than we (I for one) thought... Other games that are under sony and same region locked potentially also aren't that region locked...
Also tried to play the game and just pressed skip on playstation login, so at least single player works.
(more than likely it's just that Baltics works - Latvia, Lithuania, Estonia because of european union)
