Looks like one of those GAs that ended at the same time. SharpEyez don't seem to do re-rolls, so there's really nothing that ollie444 could do to get rid of that double win. Several users have had issues with this, which I suspect is part of the reason why they changed the system for how developer GAs is handled.

Not received games still show up in the won list (you can check my won list and you'll see what I mean). And only the names of 3 winners are shown, which means that there's no fast way of telling if some specific user marked a game as not received.

If the giveaway creator won't reroll, then you have to mark it as not-received after 7 days. This shouldn't create double wins for anyone.

Yeah that's probably best. Fnord just made a good point about not-received still showing up as "won" so not marking it and putting in a ticket is probably the best.

Maybe your winner read the Un-blacklist thread, saw that a lot of people blacklist for not thanking after winning the giveaway and decided to thank you now just in case you decided to blacklist people who won your giveaways and didn't say thank you.
Anyway, why do you ask? It's not like saying thank you is a bad thing, right? Did you ask him why he did it?

I made a small give away about a month ago, or so, and just now this guy suddenly comments "Thanks" to me. It was closed over a month ago, so he must be using some kind of bot, or is incredibly stupid...
Should I report him?
