Rising storm vs Red Orchestra 2

So, I am confused. Are they the same game? If not why the same installation file. Why are they sold separately when they share the same installation file. How can RO2 and Rising Storm both be in beta? Can somebody explain the situation please.

Rising storm - new campaing, new guns , new soldiers , same engine , one producer. That´s why this game have multiplayer together.

Thanks but I still have another question. I paid for just RO2, so I can't access Rising Storm contents, right?

this, I believe you can't play in RS only multiplayer maps and you get a permanent 25% off RS since you own RO 2.
