Considering refunds are a new thing, the amount of tickets will probably double because of that. Also I put up a ticket a week ago and just closed it because my problem was a week long thing that I needed resolved immediately and they didn't even get to it by then.
Eitherway, it's Valve, their support is awful, they don't hire thousands of people for customer support and the people that they do have will have a shitton of stuff to get through. It can't really be helped and by the time they deal with your problem it'll probably no longer be relevant.
