Is this Dead Island for PC, registers on Steam, $9.99 from Newegg?

Updated with new lightning deal, I hope a bump is justified like this.

Had this on release on PS3. Sold it to someone on Craigslist three weeks later, complete with unused DLC. It was, by far, one of my worst purchases all year. 9.99 is about the right price for this...lump of junk.
