Firstly, welcome to Steamgifts :)
It's not possible to gift games that are already on your Steam account. Games can be bought from 3rd party sites or given as a gift from the Steam store (be careful of the price differences between regions that may stop you from doing this). Also, please remember:
All giveaways must be for Steam redeemable gifts or Steam redeemable keys.

i would just add that Fantical is my good to place to get keys - https://www.fanatical.com/en/bundle/games - price high to low can get you some great games for £1 for giveaways

Technically they are. Everything in your steam library is not owned by you, your basically renting a license to use the game.
