Technically, the game should be activated on the winner's account within 7 days, but as long as the giveaway creator is aware of the situation and both parties are ready to wait until Steam support answers then there's no problem on that side.

Syria is currently under international sanctions, this is something that has happened recently and simply put; you won't be able to purchase goods or services from most western companies.

my Syrian friends didn't have the problem so far so it's just me .
it's true the international sanction but that goes to store transaction not retail keys as far as I'm concerned and that's what's freaking me out

There are several terrible things happening in different parts of the world. It's not always an option for you to stop it from happening or to get away so sometimes you need to take your mind off it in other ways. You don't know his situation so I don't think it should be up to you what he worries about.

Don't be freaking out, support will certainly be able to help you out once you manage to get a hold of them.
As far as your problem with redeeming the key, it would be wise to contact the person you won the game from and explain the situation and reassure them that you'll activate the key so he wouldn't ask for a re-roll if a week passes until you're able to activate the key.
The rule concerning winning and marking as received is as follows:
Winners should correctly mark their gift as received or not received within one week of the giveaway closing. This feedback should be kept up-to-date if the status of the gift changes.
Basically meaning- you have a week to mark the status of the gift and should mark it as received when you're sure you've received your game (in your case it's a key, in someone else's might be a gift), and you can't know if you've got the right game if it's a key without redeeming it so in your case, according to the rules, as you can't check if it's the game you've entered the giveaway for, you're not supposed to mark it as received.
This (the part about keeping the status up to date) also concerns, if I'm not mistaken, having stuff revoked but that's not the current topic so...

Please keep in mind that I am by no means implying that the creator didn't send you the right key and that I'm in no way questioning anyone's honesty. I'm just saying that, due to the situation you can't be 100% sure and it would be breaking the rules to mark it as received.

I did get a hold of the creator of the giveaway and we agreed to wait for steam support response , plus he assured me that the key is valid and not regional restrict or anything .
but the case is with all the retail keys , I haven't even entered any giveaway here becuase It will give me the same "not available in my country"

He can assure you all he wants, the fact is, if you mark it as received and have not activated it you're technically breaking the rules.
Again, I'm sure he isn't lying and that there's nothing wrong with the key, but we're talking about rules here, not trust.
It's great that you've contacted him so soon, I'm sure he feels better knowing what's going on instead of wondering why the key isn't marked as received and you've been online and able to mark it :)

Well, OP says hundres of keys in the past. Nothing special there.
50 is quite a lot, but I've got my hands on multiple bundles in the same day before and that can generate quite a lot of keys. If someone files them and doesn't activate them right away, he can build up quite the list.

Same problem here, its been 2 week already alot of people cant redeem retail bought keys, Only way to buy steam games is to buy directly from steam store as gifts.

whenever I try to redeem any key it keeps saying "sorry but the following items are not available for purchase in this country" even if the key was used or for game I already own .
this is new happened 2 days ago before that I redeemed hundreds of keys .
and no the key is not regional locked or there's a problem in Syria regarding this matter .
can someone tell me what's wrong ? I already contacted steam support and waiting ... I need this resolved soon because I won a giveaway here and have 7 days to redeem it
