So I had someone win a giveaway who did not activate two previously won games from a few months ago, but marked these gifts as received.

I am looking at the support ticket options, and I want to know how to go about doing this.

I picked the User Report because Request New Winner only has the selection that says "Not activated wins this month." I also wrote in the comments to ask if I could request a new winner as a result as well.

Anyone else with any ideas?

We shall see how this goes?

If you were to create a ticket, which would it be?

Request New Winner - and tell why. They will check him.
Sometimes he got already a penalty for this, reported previously by someone else.
They will accept (and new winner will be randomly selected) - or deny.

From what I can see, this person then made the same two games in giveaways shortly thereafter. I don't wonder where the games went to.

Thanks for the thought of previously served suspensions, I didn't think about that.

Please also check winner steam profile manually - because nowaday some games are exists on steam profile but they can be false-positive reported as not owned by sgtools.

Also - sometime he can activate won game... but it's other title than posted on steamgifts (like part 02 instead of 03 - similiar name etc.).

Sometime also you can see situation when winner forgot to activate won game. I trying usually to speak first with this guy (catch him on steam or find one of his public giveaway and wrote new message inside) to clarify situation.
We are humans, we can do a mistake ;)

Yup, done and put into my report ticket, these two games are, in fact, not activated on the account.

I use Request New Winner, and select Other for the reason, and then put in a clear explanation for the Support folks in case they need it.

If a user did not activated a game this month it will get rerolled regardless if the user allready get suspended for it.

If a user did not activated a game over a month ago it will get rerolled if the user was not suspended for it before.

So request new winner and choose not activated wins this month.
With description what games where not activated and asking the support to check if the user allready got suspended for it.

Yup, I was pointed in the right direction in that regard by Hakimodo above, I wasn't thinking about previous suspensions at all. Thanks for the info.

Request new winner will act as both.

When your ticket will be handled by a staff member, they'll either accept your reroll request if the user wasn't punished for at least one of those not activated wins (and suspend them for the necessary length of time), or deny it and explain why (something they can't with user reports).

And if you can find proof that any of the not activated games have been regifted or traded, add that as well.

I will definitely do that from now on. As for proof, I only have speculation. But seeing that the two games were won and marked received, while the same user goes on to create the same two games in giveaways shortly thereafter, back to back, as they were in winning, it seemed a lot suspicious to me.
