Actualy, TF2 used to be available for gifting on SteamGifts. Unfortunately, people were making troll giveaways for it. No one actually had a retail key to give away.

Adding a retail key to your account grants you premium as well as the proof-of-purchase hat. (It also grants you 5 cards drop now.) You can still get that from adding the Orange Box to your account.

Well, a code or tradable steam-copy of the game still unlocks premium-account, a special hat and maybe even some card drops (not sure about that).. and in countries like Germany, where the game is censored, its the only way to get an uncut version.

I gave away a retail copy to a friend of mine few days ago. The game is F2P but the retail one has a premium DLC that enables rare items to drop.

Were Orange Box keys separate ones? I think not, and you couldn't get them elsewhere (too lazy to check SteamDB for confirmation). So you can't make a giveaway. You still can gift Orange Box, though.
