As many have known, Steam store is currently locking a lot of regions. For myself, everything I bought from Steam store are locked for SEA region. Now I cannot giveaway anything from the Steam store even if I want to. I propose SGv2 to allow creating region-locked giveaways, and either (a) display the region beside the giveaway and allow member to do filtering, or (b) hide the giveaway for people not in the region.

We don't even need to implement a country setting for all giveaways, just have a dropdown to specify whether is the gift region-locked and locked for what regions. The dropdown could only have a few commonly known region-locks.

  • Russia
  • SEA / South East Asia (Indonesia, Malaysia, Philippines, Singapore and Thailand)

  • Turkey
  • Latin America (Argentina, Bolivia, Brazil, Bahamas, Belize, Chile, Colombia, Costa Rica, Ecuador, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Peru, Paraguay, Suriname, El Salvador, Uruguay and Venezuela)
  • More region lock types can be added when they are added to Steam

In the account profile I saw a "Country" field that is not editable, says "The above country was generated by your IP address, and will be used to display prices in your region.".

My suggestion is to make it editable so we can actually choose our own country. This will be used to determine whether someone can enter the region-locked giveaway or not.


UPDATE:

Someone brought up an issue for CV calculation. I can suggest a few approach to do this.

1) Give reduced CV for region-locked giveaways, like maybe only 20% or 30% of the CV will be granted to the user for region-locked giveaway.

2) Keep track of 2 sets of CVs. One is the current CV, while the other is a region-locked CV. Region-locked CV will be used for entering region-locked giveaways. So if someone created like, let's say a region-locked $60 game, he will have a ROW CV of $0, while having a Region-lock CV of $60. So he can enter CV-required giveaways only for region-locked games.

This will surely be unfair to some people, but in my humble opinion, removing this restriction will bring more benefit than harm. Just look back in SteamGifts.com history, bundle keys used to be banned in the site, but when this rule was abolished the site become so much more lively! Yes it will still be unfair to some people, like people who legitimately bought Steam gifts to giveaway which the game happens to be in one of the hundreds of past bundles before. But still, people do it not because of the CV, people still giveaway for the sake of making another gamer happy! People still do it to make the internet a better place!

This would be still unbalanced.
So, let's throw some numbers:

America: they gain 1000, they pay a game 100, they get 100 cv.
Russia: they gain 100, they pay 10, they get 100 cv (lel).

I agree with you, current rules are not fair for non-ROW regions, but your solution is even more broken

I personally don't care about CV. I just want to giveaway games to people in my region. I'm happy to get zero CV if it means I can create a region-locked giveaway.

If CV is really that important a thing, I can think of 2 solutions for it. Updated in the OP.

It's harder to implement this because each country have different price even when the region is the same. Take SEA for example, gifts sold in Malaysia store and Singapore store is different in pricing, but both have the same SEA-only tag.

This is no different to the current system. If a Russian user bought a game 60% cheaper than an US user, they still both got the same amount of CV.

Hi, how do I know if a game is region locked? Is it only through new Steam purchsed keys? Are old bundle keys okay? I have heaps to give away

The recent region locks don't affect keys, only gift purchases from the Steam store. Some keys can be, but they tend to be ones sold by regional sites, such as Nuuvem, not bundle ones. If a Steam gift is region locked, it'll say when you view the description. The only way to know if a key is region locked is to try to activate it.

There was an ongoing discussion about this before the site went live. cg was planning on doing something about it eventually but it wasn't a priority. Getting the new site out and working had to take precedence over that.

The way I see it, shauntmw's idea is pretty spot-on with what I had in mind. Having a field where you can select the region the game is locked to and using the country info from our profile to determine if we're allowed to enter or not. (Same way the blacklists works) Unless that info tends to be wrong, I don't think we should be able to change it ourselves. We want to avoid people changing their location to enter giveaways locked to a different region and using reprehensible means to activate the game on their account.

There could be a CV penalty applied (only give 60% of value) to incite people in getting ROW keys from online shops instead of making restricted giveaways.

Steamgifts is linked to our Steam profile and on our profile we had to provide the country we live in order to buy the games from a specific steam store, right? . Why don't Steamgifts get that information from our profile? That way we won't be able to change the country.

Steamgift's current country is based on IP address I believe. Because of that, it is actually displaying the wrong country for me.

I work in Singapore, but my Steam store and my Steam account is Malaysian account because that's where my hometown is. Not a huge concern for me since both Singapore and Malaysia are in the same region, but I can't represent everyone on the internet. There will surely be some member's account having the different Steam region than their IP address region.

well... i got a gift with region lock ( just south america can use ), then i joined in a brazillian only group for solve this problem. But a Korean infiltrated won for my luck, sigh...took my gift, did not return, and refuses to give feedback. Took me a while to understand this.

Basically, GKD bought a region-lock gift. To avoid gifting to people who can't redeem the game, he joined a Brazilian-only group and started a group giveaway. Unfortunately there are Korean in that Brazilian group, and the Korean won his giveaway.

Yeah, it's sad. He create a giveaway with the best of intentions, but in return he lost his gift and zero feedback for his giveaway.
